Job Description

Summary

The Project Manager will support the Department of Transportation Headquarters (DOT HQ) Armed Security Services Contract and will have full authority to act on all contract matters to ensure performance aligns with technical, cost, and schedule requirements. The Project Manager will lead a team of professional armed security personnel responsible for physical security, emergency preparedness, and compliance with federal regulations within a high-profile federal environment. This role requires demonstrated experience managing large-scale security operations and ensuring contract deliverables are met with consistency and professionalism. The Project Manager will also serve as the primary point of contact for government representatives, maintaining strong communication and coordination to support the mission and address evolving security needs. 

 

This position is contingent upon contract award


Responsibilities

  • Oversee the daily performance of the Armed Security Services Contract at the Department of Transportation Headquarters (DOT HQ). 
  • Exercise full authority on all contract matters related to technical, cost, and schedule performance. 
  • Lead, supervise, and coordinate a team of professional armed security officers responsible for physical security and emergency preparedness. 
  • Ensure compliance with all applicable federal regulations, contract requirements, and agency policies. 
  • Monitor and enforce quality assurance measures to meet contract deliverables and performance standards. 
  • Serve as the primary liaison with government representatives, maintaining open, effective communication and resolving issues promptly. 
  • Provide leadership in planning, resource allocation, and personnel management to maintain operational effectiveness. 
  • Adapt to evolving mission requirements and support incident response and emergency coordination efforts. 
  • Ensure all personnel under the contract are trained, qualified, and properly equipped to perform assigned duties. 
  • Represent the contract team in meetings, inspections, and correspondence with the Government. 
  • Maintain a high level of professionalism and ensure consistent and reliable contract execution in a high-profile federal environment. 
  • Manage all required services under the contract and plan/schedule work and training requirements. 
  • Communicate regularly with the Government and Contracting Officer’s Representative (COR). 
  • Monitor the performance of Supervisors and ensure personnel are fully informed and trained in all aspects of their roles. 
  • Prepare detailed reports, maintain accurate records, and ensure compliance with the Quality Control Plan. 
  • Conduct Quality Control Inspections across all shifts, separate from standard QC activities. 
  • Maintain frequent liaison with the COR and attend required performance and security meeting.
  • Other duties as assigned 

 


Qualifications

  • A minimum of five (5) years of specialized experience in a security-related field. Specialized experience must include: 
  • Supervisory experience in law enforcement, military, or security operations. 
  • Direct involvement in project development and implementation, from initial inspection to full deployment. 
  • Proven expertise in managing and controlling budgets and resources using complex reporting mechanisms. 
  • Demonstrated ability to manage multi-task contracts or subcontracts of varying types and complexity. 
  • A bachelor’s or master’s degree in any field of study; OR substantial and credible experience in law enforcement, military, or business management that demonstrates the ability to effectively manage a security force of similar size and scope as described in the Statement of Work (SOW). 
  • Ability to obtain TIER II Public Trust 
  • Full authority to act on behalf of the company on all matters relating to the performance of the contract. 
  • Ability to receive and respond to official notices, deductions, inspection reports, and correspondence from the Government. 
  • Experience implementing and overseeing a comprehensive Quality Control Plan to ensure full compliance with all contract requirements. 

 

Knowledge, Skills and Abilities:

  • Skill in operating a personal computer and standard office equipment. 
  • Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook 
  • Must write clearly and informatively; edit work for spelling and grammar; vary writing style to meet needs; present numerical data effectively; able to read and interpret written information
